Boyfriend doesn't know how to apologize when he is wrong🙇‍♂️!
Some people are not very good at apologizing, especially men. Look at actions rather than words. Does he try to fix his mistakes or does he make the same mistakes over and over again? Does he try to make things up to you? If his actions indicate that he's actually sorry, then don't obsess over the verbal apology. If he never admits to being wrong, pushes all the blame on you, and shows zero intention of changing, you may want to find a different boyfriend!
